Place Group has been at the forefront of piloting the Government’s drive to accelerate the decarbonisation and energy efficiency of the education estate, working with schools, colleges and Trusts through and helping to reduce costs and carbon emissions. Through our role within the Barker Consortium, we have helped inform the Department for Education’s programmes and deliver technical and behaviour change interventions with over 100 schools across the country.
Over the past three years our consortium has delivered the DfE’s Net Zero Accelerator Feasibility and Pathfinder programmes, the GB Energy Solar Partnerships Programme and advised on the Regional Alliance national roll-out strategy. Through solar PV, EV and LED installations, and working with the Let’s Go Zero campaign to support school climate action plans, we have generated average energy savings of 22% and reduced over 2,000 tCO₂ annually.
With our partners we provide consultancy and advisory for policy development and programme implementation for central and local government and responsible bodies, specifically decarbonisation and energy generation across the estate. This includes strategy development, research, stakeholder consultation, assessment, technical advisory, programme management, communications, procurement, supply chain management, and place-based social value management.
We are also developing AI-enabled tools and digital agents to strengthen delivery and efficiency. Estate Performance Management Artificial Intelligence (EPM.ai), is a demonstration platform to help stakeholders manage their estate more strategically through curated data integration and assessment. Spatial and geospatial datasets, including climate risk, deprivation indices and regional growth data are combined to enable more intelligent, place-based capital investment decisions.

CASE STUDY: DfE NZAP & GB Energy Solar Partnerships Programmes
The alliance has successfully delivered 145 projects, all delivered in a rapid 6-month programme with excellent feedback from the Department for Education and schools and colleges alike. These programmes have resulted in £4.95M of savings, and reducing carbon emissions by over 2,371tCO2 per annum.
